It has been four years since the Syrian Democratic Forces (SDF) assumed control over vast territories in the rural areas of Syria’s Deir ez-Zor province. Despite this, these regions continue to struggle to maintain even a minimal level of stability, administration, and governance. They grapple with significant challenges that have led to consecutive waves of popular protests, demanding the resolution of their pressing issues and a complete overhaul of the governing framework. 

This paper aims to comprehensively examine the state of governance in the areas under SDF control within Deir ez-Zor. It does so by closely scrutinizing the governance structure and mechanisms implemented by the SDF and the self-administration in these regions. Additionally, it sheds light on the administrative and security-related problems stemming from the current mechanisms in place. In light of these issues, the paper offers a set of potential solutions and strategic steps aimed at enhancing the region's situation and addressing its problems. The ultimate goal is to ensure the return and sustained presence of stability in the area. 

This report serves as a valuable resource for stakeholders, experts, and policymakers interested in evaluating the status of local governance in SDF-controlled areas in Deir ez-Zor, identifying their most pressing issues, and exploring possible strategies for resolution.
